On May 31, 2018, a column by David Brooks was published in the New York Times under the title “One Reform to Save America”. He made the point that “Right now our politics is heading in a truly horrendous direction — with vicious, binary political divisions overlapping with and exacerbating historical racial divisions.”
Since 2018 our politics has continued in an ever more horrendous direction. Public discussion of issues is marred by a tsunami of misinformation, disinformation, and outright lies. Deep fakes generated by Artificial Intelligence is making it ever more difficult to differentiate between reality and deception. Civic engagement is made unappealing by toxic levels of anger, fear, and hatred. Politically Active Citizens are frustrated by the inability to get legislation that addresses the problems we face as a nation enacted despite the fact such legislation has the support of a majority of Americans. Democracy and our rights are under attack. The false friends and true enemies of democracy seem to be closing in for the kill. We need to defend our democracy, but we need to do more than just defend democracy. When it comes to defending democracy, an adage common to sports and warfare applies: “The best defense is a good offense.”
Brooks identified ranked-choice voting in multimember districts" as the reform we should choose, "If we’re going to have just one structural reform to head off that nightmare." The thing is, It will take more than one reform to "Save America" or make America a Perfect Democracy. And fortunately we do not have to choose just one reform. We do, however, need to prioritize the reforms in the Democracy Agenda to maximize our chances of success. And while Ranked-Choice Voting with multimember districts would be a significant improvement over our present method of electing members of Congress, state legislatures, and local legislative bodies, it is not the best choice for the first reform we should enact. There are two reforms that are simpler and yet far more powerful: Personal Representation Amendments will bring representative democracy closer to perfection and Perfect Democracy Amendments will bring direct democracy closer to perfection.
Implementing systems of Personal Representation will transform Congress and state legislatures into truly democratic institutions by allowing every citizen who is eligible to vote to authorize any one member of each legislative body that governs them to cast votes on their behalf (by assigning proxies) and giving each senator and representative a number of votes equal to the number of proxies they have been assigned, plus one for themselves. By including provisions allowing citizens to reassign their proxies at any time, we can give Politically Active Citizens the ability to vote (indirectly) on any legislation being voted on in Congress or a state legislature.
Perfect Democracy Amendments will extend the use of two powerful forms of direct democracy - referendums and the initiative - to the federal government and to the states that do not yet provide for them and will make it easier for citizens to call referendums and use the initiative in states that already have provisions for them, by allowing citizens to "sign" initiative petitions online.
In states that already have provisions for the Initiative, we can use the Initiative to enact either Personal Representation Amendments or Perfect Democracy Amendments, or both. Our experience collecting signatures in Missouri on initiative petitions for both of these reforms makes it clear that they are both extremely popular with voters. When we get them on the ballot, they will pass with a super-majority of the votes, no matter how much money is spent opposing them.
It is slightly easier to gather signatures for Perfect Democracy Amendments. Voters like the idea of being able to sign petitions electronically (online). Petitioners do not need to do anything more than state that a Perfect Democracy Amendment will allow citizens to sign petitions for ballot proposals and veto referendums electronically and nearly every registered voter eagerly signs the petition.
One frequently asked question with any reform is “Has this been done anywhere before?” In the case of citizens being able to “sign” initiative petitions electronically, the answer is “yes”. Citizens in the European Union have been able to “sign” initiative petitions electronically since 2011. In the case of Personal Representation Amendments, the answer is “no”. But the reason it has not been tried anywhere is that the people in power in every country have strongly opposed all pro-democracy reforms and Personal Representation is the most powerful pro-democracy reform we can enact.
Our experience in Missouri has confirmed that gathering signatures for Personal Representation Amendments is slightly more difficult than gathering signatures for Perfect Democracy Amendments. Explaining how Proxies would work is not difficult, but petitioners need to be comfortable explaining the process. Potential petition signers nearly always have a few questions and concerns. There are relatively simple, compelling and convincing responses to those questions, but, again, petitioners need to be comfortable answering questions and responding to concerns.
There are many benefits to implementing systems of Personal Representation. It is impossible to discuss all the benefits while gathering signatures one-on-one. It is much easier to collect signatures on petitions for Personal Representation at events where a speaker can explain how proxies work and highlight and discuss all the benefits of Personal Representation.
Once a proposal for Personal Representation is on the ballot in a state with the Initiative or has been introduced in a legislative body, it will be possible to conduct a long and constructive discussion of those benefits.
The biggest argument in favor of circulating petitions for Personal Representation is that the benefits kick in immediately once approved by voters. With Perfect Democracy Amendments, there will be a two-year (or more) delay in being able to take advantage of reform by getting proposals that legislative bodies have failed to enact on the ballot.
In Missouri, we have found that most citizens will sign both petitions eagerly after a very brief explanation of Personal Representation. Politically Active Citizens in states that already have the Initiative can decide on a state-by-state basis whether to circulate petitions for both reforms or choose one or the other.
In states that do not have already have provisions for the Initiative, getting pro-democracy reforms will have to be done through the state legislature. With that being the case, the best pro-democracy reform to focus on initially is Personal Representation through a system of Proxies. It is not easy to vote incumbents out of office and incumbents in Congress and state legislatures are much more likely to support Personal Representation than Perfect Democracy Amendments.
Perfect Democracy Amendments take power away from members of legislative bodies by enabling citizens to bypass them when enacting (or vetoing) legislation. Implementing systems of Personal Representation shifts power to the people (especially Politically Active Citizens) but does so indirectly by allowing them to choose a representative who votes as they would vote. A system of Personal Representation through Proxies will shift power within a Representative Assembly to the members support utilitarian legislation that creates the greatest good for the greatest number of people.
Members of legislative bodies who represent the interests of corporations and tax-averse billionaires and rely on them for massive amounts of money will not support either reform. Members of legislative bodies who want to help enact legislation that effectively addresses the problems we face as a community, state, or nation and help resolve conflicts in a manner that provides Justice for all, will eagerly seize the opportunity to champion democracy by supporting the implementation of systems of Personal Representation.
Legislative versions of Personal Representation can be made even more attractive to incumbents by including a provision treating Proxies as votes for purposes of citizens choosing their representatives, effectively replacing elections with selection by Proxy. Members of Representative Assemblies who are doing a good job of addressing problems and resolving conflicts in a manner that reflects the will of the people, and have a comfortable number of Proxies as a result, would not have to raise huge amounts of money to run for reelection every two, four, or six years.
Members of legislative bodies in jurisdictions with term limits will like the fact that once a system of Personal Representation has been in place long enough for citizens to fully appreciate the benefits of such a system, to appreciate the fact that when citizens are represented by legislators who vote as they would vote, term limits are not needed.
The fact that the reforms that are needed to make America a Perfect Democracy are elegantly simple does not mean it will be easy to get them enacted. The corporatists and plutocrats who currently control our government will do everything in their power to keep systems of Personal Representation from being implemented and Perfect Democracy Amendments from being enacted. Corporate-owned media (increasingly owned and/or under the control of individual billionaires) are almost certain to ignore our campaign to make America a Perfect Democracy and put a negative slant on any news that is reported about our efforts. The algorithms of social media owned and controlled by billionaires are not likely to work in our favor.
The rulers of America know that implementing systems of Personal Representation will transform Congress, state legislatures, and local legislative bodies into truly democratic institutions; will diminish their power; give more power to the people; and shift power within Congress, state legislatures, and local legislative bodies, to the members who do the best job of addressing the problems we face in a manner that is in harmony with the will of the people. They will not give up power without a fight.
Most people in America feel powerless politically. That is understandable. Within the confines of our present electoral and political systems, ordinary citizens are powerless politically. Despite the best efforts of Politically Active Citizens, we have not been able to get legislation supported by a majority of the people but opposed by corporate interests and tax-averse billionaires enacted.
We've been divided into Democrats, Republicans, independents, and members of minor parties. We've been divided into progressives, liberals, moderates, and conservatives. We've been divided by our differences of opinion regarding wedge issues (gay rights, immigration, abortion, and gun control).
We have lost sight of the fact that nearly all of us share a strong belief in the democratic ideals upon which our nation was founded. Very few among us realize how powerful we, the people, will be when we set aside our differences of opinion on the issues that divide us and unite in support of pro-democracy reforms.

The terminology used to describe these groups is somewhat arbitrary.
Members of all these groups are politically active in the broad sense of that term. We use the term “Politically Active Citizens” to mean people who contribute time and/or money to political candidates, causes, and organizations, attend political events, and communicate with elected public officials.
All Politically Active Citizens, candidates, and legislators who “champion” democracy by taking an active role in promoting the reforms needed to make America a Perfect Democracy, are “Champions of Democracy”.
Politically Active Citizens are the heart and soul of a broad-based and inclusive grassroots movement. The campaigns of candidates are fueled by the contributions of time and money made by Politically Active Citizens. When enough of us make our contributions contingent upon candidates being Champions of Democracy, more candidates will make pro-democracy reforms a focal point of their campaigns.
As election days draw near, candidates for public office get a lot of attention- from voters and from media. Candidates taking advantage of that attention to educate voters regarding the need to implement systems of Personal Representation through Proxies and the benefits of Personal Representation is the key to them having a better chance of winning elections. And getting Champions of Democracy elected to a majority of the seats in Representative Assemblies is the key to getting systems of Personal Representation implemented.
Champions of Democracy among incumbents in Congress, state legislatures, and local legislative bodies will introduce, and/or cosponsor Personal Representation Amendments. There may be some true friends of democracy among incumbents in those institutions, especially Congress, who are at least somewhat reliant on contributions from corporate interests, tax averse billionaires, and super PACs funded by dark money, who will be reluctant to get involved initially, but we'll sign on eventually as it becomes clear that systems of personal representation are going to be approved and implemented.
85% of Americans agree that we need to completely reform or make major changes to our political system. Most Americans have no idea regarding the exact nature of the changes that need to be made. Very few Americans have even heard of the idea of Personal Representation through a system of Proxies.
The key to getting enough champions of democracy elected to Congress, state legislatures, and local legislative bodies is for incumbents to introduce legislation proposing Personal Representation Amendments, for candidates to make their support for Personal Representation a key component of their campaigns, and for Politically Active Citizens to educate voters about Personal Representation as they canvas and phonebank on behalf of Champions of Democracy who are running for office.
Do as much or as little as you feel comfortable doing.
Choose the actions that suit your skills and your style.
Be a "Citizen Legislator" - Simply submit your contact information to be added to our data base of Politically Active Citizens.
Spread the word. Contact friends and family and other Politically Active Citizens and share links to our videos and this website. Encourage the people you know to submit their contact information and get actively involved in the pro-democracy movement.
Contact your representatives in Congress, your state legislature, and your local legislative body and politely inform them that your support and your votes will be contingent upon their support for Personal Representation.

If you live in one of the states where the constitution can already be amended through the initiative, and no one has filed initiative petitions for Personal Representation and Perfect Democracy Amendments in your state, draft petitions and submit them. [Feel free to contact us for help in drafting and filing initiative petitions.]
Once initiative petitions for Personal Representation and Perfect Democracy Amendments have been filed and approved for circulation in your state, take an active role in the campaign to get those proposals on the ballot in your state.
Encourage any political organizations of which you are a member, to join the coalition of pro-democracy groups that are part of the pro-democracy movement.
Contact members of Congress and your state legislature (especially those who “represent” you) and encourage them to draft and introduce legislation for Personal Representation and Perfect Democracy Amendments.
Once legislation for Personal Representation and Perfect Democracy Amendments has been introduced in Congress or your state legislature, contact members of Congress and your state legislature (especially those who “represent” you) and encourage them to sign on as a co-sponsor of that legislation.
Contact candidates who are running for office and encourage them to support Personal Representation and Perfect Democracy Amendments and to make their support for those pro-democracy reforms an important part of their campaign. In other words, encourage them to be Champions of Democracy.
Limit your active support to candidates who are Champions of Democracy (as indicated by their support for Personal Representation and/or Perfect Democracy Amendments).
When contacted by candidates seeking your support (contributions of time or money), politely inform them that you are limiting your active support to candidates who are Champions of Democracy (as indicated by their support for Personal Representation and/or Perfect Democracy Amendments).
Help pro-democracy voters identify and support Champions of Democracy who are on the ballot.
If there is no Champion of Democracy on the ballot for one or more positions in your congressional or legislative districts, run for office.
Help disillusioned citizens, who have given up on voting, understand how easily we can alter the form of our government if enough of us who believe in the democratic ideals upon which our nation was founded, unite in support of the reforms that are needed to make America a Perfect Democracy and the Champions of Democracy who support those reforms. When we make every election a referendum on democracy, every vote will matter. When enough voters vote like it matters - it will.
If legislation implementing systems of Personal Representation (or providing for other reforms included in the Democracy Agenda) has not been introduced, draft and introduce that legislation.
Once legislation implementing systems of Personal Representation (or providing for other reforms included in the Democracy Agenda) has been introduced, sign on as a co-sponsor.
Whether you are running as a Democrat, Republican, minor party candidate, or independent, make it clear that you are a Champion of Democracy. Make your support for Personal Representation with Proxies and other legislation included in the Democracy Agenda the focal point of your campaign.
Post statements of support for implementing systems of Personal Representation (with Proxies) and other pro-democracy reforms on your campaign website. Mention your support for those reforms in your speeches and in interviews. Help voters understand how pro-democracy reforms will bring our political system in line with the ideals upon which our nation was founded.
Help voters understand that truly believing in democracy is far more important than your position (or the position of other candidates) on any issue. When Champions of Democracy hold a majority of the seats in Congress or a state legislature, we will be able to implement systems of Personal Representation that will allow citizens to vote (indirectly) on legislation being considered and voted on in Congress and state legislatures.
If you are running in a state with the initiative and petitions for Personal Representation and/or a Perfect Democracy Amendment have not yet been filed, draft and file initiative petitions. If those petitions have already been filed in your state, take the lead in gathering signatures on the initiative petitions in the district you are seeking to represent. Have your volunteers gather signatures at campaign events. Host events to gather signatures. Talk about how these reforms will make your state (and America) more truly democratic.
If you would like to see systems of Personal Representation implemented and/or Perfect Democracy Amendments enacted, simply provide your email address and/or cell phone number and the physical address at which you are registered to vote.
We will contact you when there are Champions of Democracy (or pro-democracy legislation) on the ballot in your state, congressional district, or legislative district or upcoming campaign events near you that might be of interest to you. We will send you a link to the campaign websites of any Champions of Democracy who will be on the ballot in your district or information about the event.
If you are not registered to vote, now would be a good time to register. When proposals for Personal Representation and Perfect Democracy Amendments are being voted on, or elections involving Champions of Democracy take place, every vote will matter. Your vote will matter.
Personal Representation through a system of Proxies is the single most powerful pro-democracy reform we can enact. That is the primary reason it has not been implemented anywhere. To the best of our knowledge, except for a resolution introduced at a constitutional convention in the state of New York in 1867 and in one or two non-governmental organizations, it has not been proposed anywhere in the world.
Since most people, including most of the candidates running for office this year, have never heard of Personal Representation, the first phase of the “work” we need to do to make our governments our own is to conduct a massive Civic Education Project. We need to educate voters, Politically Active Citizens, and candidates about the benefits of Personal Representation.
In a survey conducted in 2021, 85% of Americans agreed that we need to completely reform or make major changes to our political system. When voters learn about Personal Representation, they understand immediately that being able to select any one member of each legislative body that governs them as their representatives through a system of proxies is the change we need. It is a transformative and foundational reform. By transforming legislative bodies into truly Representative Assemblies, a system of Personal Representation through Proxies provides the foundation we need to be able to enact the other reforms that are needed to make America a Perfect Democracy.
Politically Active Citizens, who have become accustomed to their views and values being ignored by politicians who serve corporate interests, get excited at the prospect of being able to vote (indirectly) in Congress and their state legislature as a result of being able to reassign their proxies at any time.
Legislators who want to serve the common interest like the fact that a system of Proxies will shift power within Congress and state legislatures to the members who do the best job of identifying problems that need to be addressed; draft, introduce, and/or cosponsor legislation addressing the problems we face; and represent the will of the people when they vote on that legislation.
Legislators we have contacted also like the idea of including a provision that proxies be treated as votes for purposes of citizens choosing who will represent them in Congress and state legislatures. That will free representatives who are doing a good job of representing the views and values of their constituents from the need to raise money constantly and “run” for office repeatedly to remain in office.
Although we don’t have to change hearts or minds to build support for Personal Representation Amendments, we do need to spread the word - to thousands of candidates and hundreds of millions of voters. That is why it is important for Politically Active Citizens and candidates for Congress and state legislatures who understand the benefits of implementing systems of Personal Representation to make a concerted effort to inform voters (and candidates) about Personal Representation.
Once we get the word out to a majority of Americans, we will be able to elect Champions of Democracy to a majority of the seats in state legislatures and a super-majority of the seats in Congress and get Personal Representation Amendments enacted.
Politicians who rely on the financial support of corporate interests and tax-averse billionaires and have a serious aversion to going against the leadership of both of the major political parties are not going to sponsor or cosponsor legislation that will shift power to the people (and away from corporations and plutocrats). That includes nearly all the members of Congress and a smaller but not inconsiderable percentage of the members of state legislatures. It is not easy to vote incumbents out of office, but Personal Representation is the issue that can tip the scales in favor of candidates who are running for office for the right reasons, not getting any real support from the parties, or contributions from corporate interests and billionaires.
Underdog candidates typically have a great deal of difficulty raising enough money or recruiting enough volunteers to run a successful campaign against incumbents who serve corporate interests. It will take a sizable number of Politically Active Citizens coming together in a pro-democracy grassroots movement with the size and power of the Populist and Progressive Movement of the late 19th and early 20th centuries to get Champions of Democracy elected to a majority of the seats in state legislatures, and (eventually) a super-majority of the seats in both houses of Congress.
To be successful, that grassroots movement will need to be broad-based and inclusive but narrowly focused on one (or both) of two reforms that will generate the level of support needed and make the government of a state a true democracy: Personal Representation through a system of Proxies or Perfect Democracy Amendments.
In states that already have provisions for referendums and the initiative, we can use the initiative process to enact either one or both of these reforms. In states that do not yet have provisions for direct democracy and to amend the U. S. Constitution, Personal Representation Amendments will be much easier to enact than Perfect Democracy Amendments. Both reforms shift power to the people - directly in the case of Perfect Democracy Amendments and indirectly in the case of Personal Representation Amendments (with power shared between citizens and their chosen representatives).
Our campaign to make America a Perfect Democracy is bringing a much-needed dose of positivity to the relentlessly negative tone of politics-as-usual in America today. We don't have to respond in kind to the anger, fear, and hatred that are already at toxic levels in America. Learning about the reforms that will make America a Perfect Democracy and sharing that knowledge with others is a positive and empowering experience that provides welcome relief from the anger, fear, and hatred that permeate politics-as-usual in America today.
The work of defending democracy is a grim and joyless business, especially when democracy is under constant attack from multiple sources. The work of promoting democracy is joyful and exciting. We can celebrate democracy as we do the work necessary to –
With very few exceptions, corporations put profits ahead of people. The leaders of major political parties around the world from the 19th century down to the present day, have consistently served business interests and opposed pro-democracy reforms.
At present, both major political parties in America are effectively under the control of corporate interests and plutocrats. The leaders of both major political parties in America know that Personal Representation through a system of Proxies makes political parties largely irrelevant.
Most of the rank-and-file members of both the Republican Party and the Democratic Party and most of the voters who identify as Democrats or Republicans, strongly support democracy. They do not understand that the leaders of their parties routinely put political parties (and the corporate interests they serve) above the needs of the people.
Most of the ever-increasing amount of money being raised and spent in our elections is “dark money” funneled through “Super PACs” that are legally prohibited from coordinating with candidates but routinely do so with impunity. Candidates know which Super PACs are spending money on their behalf and which mega-donors are contributing the dark money. And those mega-donors have considerable influence with most legislators.
The corporatists and plutocrats who currently control nearly all the levers of power in America will spend unlimited amounts of money in support of the false friends and true enemies of democracy who hold office, or are running for office, and faithfully serve their interests.
Most of the members of Congress and state legislatures from both major parties have been corrupted by the need to continually raise enormous amounts of money. They get most of that money from corporate interests and billionaires. They will not “bite the hands” that write the checks that feed their need to raise enormous amounts of money until we relieve them of the need to raise money constantly by making America a Perfect Democracy.
Anti-democratic super-PACs may routinely outspend us, but if we (the People) unite in support of Personal Representation, Champions of Democracy, and the democratic ideals upon which our nation was founded, our pro-democracy movement will be "too big to fail".
Most Americans believe in democracy. Most Americans understand that money has corrupted our political system. Solid majorities of voters in every state will support candidates who make their support for Personal Representation a focal point of their campaigns. Politically Active Citizens need to encourage candidates to make their support for Personal Representation clear and help voters identify and vote for Champions of Democracy.
Politics is a team sport, but it is also a numbers game that is won one seat at a time. To get Personal Representation implemented in each of the fifty states, working within the system that is in place, we need to elect Champions of Democracy to a majority of the seats in each state legislature. To get Personal Representation enacted at the federal level, we need to elect Champions of Democracy to a majority of the seats in a super-majority of state legislatures and/or a super-majority of the seats in Congress.
The first step in accomplishing those goals is to have a Champion of Democracy on the ballot in elections for most, if not all, of the seats in Congress and state legislatures.
When enough of us unite in support of Champions of Democracy, the democratic ideals upon which our nation was founded, and the reforms that are needed to make America a Perfect Democracy, our pro-democracy movement will be "too big to fail".
We will be putting up a "Champions of Democracy" page on this website, where we will post links to the websites of candidates who have posted statements of support for Personal Representation through Proxies.
We are reaching out to political organizations that have statements of support for democracy and/or pro-democracy reforms included in their Mission Statements and on their websites. We are encouraging those organizations to work together in a coalition of pro-democracy organizations.
We will be encouraging Politically Active Citizens (those of us who contribute time and/or money to candidates, causes, and organizations) to focus their support on Champions of Democracy among the candidates for seats in Congress and state legislatures, regardless of their party affiliation or their position on other issues.
We will be expanding our database to include Politically Active Citizens. Please provide your email address and/or cell phone number and the address at which you are registered to vote. If you know your congressional district and state legislative districts, please include that information. Encourage other Politically Active Citizens you know to provide their contact information as well.
Last, but not least, educate your friends and family members about the benefits of implementing a system of Personal Representation and encourage them to vote for Champions of Democracy. We will also be including contact information for pro-democracy voters in our database to provide a cost-effective means of making sure pro-democracy voters get out and vote on election days.
The information in our data base will not be sold or shared.
We will not send out emails or text messages soliciting financial contributions.
We will utilize the information in our data base to help us do the work of making our governments our own as effectively and efficiently as possible by facilitating communication and helping coordinate the efforts of pro-democracy activists and candidateswithin each state, congressional district, and legislative district; helping us determine where our resources can be employed most effectively; and helping us determine when and where to host events; and help us promote events.
We will utilize the information in our data base to identify Champions of Democracy and encourage Politically Active Citizens to run for office, so that we have a Champion of Democracy on the ballot in every legislative and congressional district.
We will utilize the information in our data base to build support for Champions of Democracy and get them elected.
Champions of Democracy who have been elected to Congress or a state legislature will introduce Personal Representation Amendments and we will help them recruit cosponsors.
We will file initiative petitions for Perfect Democracy Amendments and/or Personal Representation Amendments in every state that already allows citizen to amend the state constitution through the initiative.
Once a majority of the voters in each state elect Champions of Democracy to a majority of the seats in their state legislature or use the initiative to enact Personal Representation Amendments systems of Personal Representation will be implemented and the citizens will reap the benefits of making their government a Perfect Democracy.
Once we succeed in getting a system of Personal Representation implemented in even a single state, through either approach, the blessings of democracy will flow to the citizens in ways that will create an irresistible demand for Personal Representation in other states and in Congress. And our Pro-Democracy movement will quickly become too big to fail.
