(An amendment to the U. S. Constitution)
The Constitution provides for state legislatures to call for a convention
to amend the Constitution, but provides no details regarding delegate selection
or how the business of the convention is to be conducted.
Applications for a convention that attempt to limit the nature of amendments
that can be considered by delegates
have been adopted by a number of states and transmitted to Congress.
If a few more states submit such applications it will trigger a constitutional crisis.
This proposed legislation would avert such a crisis.

This is the text of a Joint Resolution that was previously introduced in the U. S. House of Representatives by Representative Pramila Jayapal. It had 75 cosponsors.
